In this interactive session, participants will learn how to analyze multiple data sources for emergent bilingual (EB) students to accurately distinguish between language acquisition and disability. Through guided case studies, attendees will interpret oral language proficiency, academic history, and evaluation results to build a comprehensive understanding of a student’s learning profile. This session emphasizes a structured, step-by-step decision-making framework grounded in IDEA, TEA guidance, and the Texas Legal Framework, setting the stage for deeper analysis in Part 2. This session is aligned with the Disproportionality - Identification and Placement and Evaluation components of the TEA-required self-assessment.
