This session emphasizes a structured, step-by-step decision-making framework grounded in IDEA, TEA guidance, and the Texas Legal Framework, setting the stage for deeper analysis in Part 2. This session is aligned with the Disproportionality - Identification and Placement and Evaluation components of the TEA-required self-assessment.
